Changes to Property Value Appraisals in Travis County, Texas Have Officially Been Made

Property value appraisals in Texas just got a little more complex, at least in Travis county that is. A new process at Travis Central Appraisal District (TCAD) has been adopted which first resulted in cutting off all in-person communications between property owners and staff appraisers. And then changed to property owners being granted face-to-face meetings (now called “informal conferences”), and having to wait almost 2 weeks for the decision.

Anthony Nguyen, who was appointed to the board to represent East Travis County, doesn’t fully agree with the new rule. “I really don’t think that’s what we should be doing. These are certified, appraisers. They have a Code of Ethics to abide by,” he said. “I think it's going to be problematic. It’s more complicated.”

Board member, Ryan Steglich said that “Forcing an appraiser to make unilateral valuation changes while in a potentially adversarial face-to-face meeting creates a system ripe for abuse. Let’s have a system that is consistent, transparent and fair to all taxpayers.”
Who Makes “The Decision”?

Since the staff appraiser you meet with can’t give you your value decision right then and there, the TCAD Board of Directors approved a plan that would require a team of “settlement offer reviewers” to examine various items including:
  • Evidence supplied by the property owner (or agent)
  • The appraiser’s notes from the informal conference
  • The staff appraiser’s recommended value
"Decision” take?

Everything is “on schedule” then property owners should receive a decision within 12 days, via email, telephone, or mail, depending on the owner’s preference and compliance with procedures to be established for each method of notification.

TCAD has turned to the media to help spread the word about the changes, and in efforts to not upset the people of Travis County, To reduce the possibility of encountering long waits, TCAD claims that they are looking into possibly buying a reservation system “Get in Line, Online” which is used by the Texas Department of Public Safety.
